A key issue in the development of an ICT network is the user population, both in terms of consumers and in terms of suppliers. It is often maintained that the very fact that the web was not 'protected' and basically open to any information producers and enquiries has generated the immense value of the www concept. This was made possible by freely sharing the interface protocol. As this seems to apply more or less generally for information networks the HiGrids concept is aiming at an open standard interface for it's communication network between vehicles and the road infrstructure.
